UK & EU Open Banking

Goldman Sachs Bank USA, London Branch (TxB UK) and Goldman Sachs Bank Europe SE (TxB EU) support or currently plan to support the following access to corporate transaction banking accounts (TxB Accounts) for authorised or registered third party payment service providers in accordance with the UK Payment Services Regulations 2017 (as amended) and the German Payment Services Supervision Act (Zahlungsdiensteaufsichtsgesetz), respectively:

  • Account information services - access information about a TxB Account
  • Payment initiation services - originate payments from a TxB Account
  • Confirmation of funds - get confirmation on availability of funds in a TxB Account for a payment

TxB UK and TxB EU rely on the Open Banking Standard. A general description of the Open Banking Standard is available here. Technical specifications for access to accounts has been documented in a Developer Guide. A testing facility (“sandbox”) is available to interested third-party payment service providers (including applicants).

TxB support both UK OBIE issued (SSA, OBWAC & OBSealC) and the EU standard eidas certificates (QWAC & qSealC) for TPP identification.

Please note that the Developer Guide and the testing facility only cover TxB Accounts. They do not cover payment accounts that may be operated by other Goldman Sachs entities or for other client services.
